The report by the Vienna-based International Narcotics Control Board has found cocaine smugglers are choosing to ship drugs from South America to Europe, through West Africa and the Balkans. In the case of West Africa, Beate Hammond, an officer for the Board, says the findings are alarming. Hammond says that before 2005, the total amount of cocaine seized in West Africa was one ton. That has jumped to 33 tons over the past three or four years. Hammond says Liberia, where 2. 5 tons of cocaine were seized in January 2008, offers just one worrisome example. This study also says the price of cocaine has fallen drastically recently, possibly because of shipping routes are cheaper and possibly because of the global economic downturn although hard times may also lead to an increase in demand for the drug. A government spokesman says the situation is now completely under control. While the mutiny appears over at the headquarters of the Bangladesh Rifles, the situation in other parts of the country is unclear. Mobile phone service was cut in much of Bangladesh, under government order, apparently to keep the rebel units from communicating with each other. The mutiny began early Wednesday at the headquarters of the Bangladesh Rifles in Dhaka. The clash left dead a number of their army officer supervisors apparently slain by the rebel soldiers. Some civilians were hit in crossfire Wednesday and there were also reports of casualties among members of the mutineers. Steve Herman, VOA News, New Delhi.

The fragile cooperation between India and Pakistan in investigating last November's terror attack in Mumbai has suffered a setback with a statement by the Pakistani naval chief of staff. Speaking to reporters in Karachi, Admiral Noman Bashir, contradicted his own government's earlier assertion that the attackers used the sea route to infiltrate India's major port city.  The Admiral says there is no proof of India's claim that the only arrested terror suspect went by sea from Pakistan to carry out the attack in Mumbai. He further calls the Mumbai siege a complete failure of the Indian navy. The comment repeatedly broadcast by Indian TV news channels prompted an immediate reaction from officials here. They were quick to point out not only India but  other countries have concluded that the evidence clearly shows the terrorists infiltrated by sea from Pakistan. Steve Herman, VOA News, New Delhi.

Uniformed bodies of army officers, shot and bayoneted, continue to be found in mass graves at the compound of the force they commanded, the Bangladesh Rifles known as the BDR. Seeking to allay fears that a grieving and angry army could seek revenge against the mutinous paramilitaries, the army chief, General Moeen Ahmed, met with Prime Minister Sheikh Hasina. He is said to have pledged the military's loyalty to the civilian government and urged the nation to stay calm.

The prime minister is calling the uprising a well-planned conspiracy. She says, at this point, all BDR members are presumed guilty and the government will find out who is responsible for the killings. In an effort to end the two-day mutiny, the prime minister initially promised amnesty for the rebels. But the army's second-in-command, Lieutenant General Mohammad Abdul Mubin, says that is not going to happen. The general declares the troops who took part in what he calls "barbaric and grisly acts" cannot be pardoned and will not be pardoned. Steve Herman, VOA News, New Delhi.

The assassination of Lebanon's former Prime Minister Rafik Hariri shook the world - and led to profound changes in Lebanon, including the departure of Syria's occupying forces. Four years later, the United Nations Special Tribunal for Lebanon opens its doors - in perhaps the first time a United Nations court has been established targeting a single individual. Lebanon has been holding seven suspects in Mr. Hariri's killing, but it released three civilians on Wednesday. A probe into Mr. Hariri's 2005 assassination initially implicated senior Syrian officials, but Damascus has adamantly rejected any involvement. Nahim Shehdi, a Middle East analyst for the London-based think tank Chatham House, says the new tribunal has no jurisdiction over anyone outside of Lebanon. Still, he believes that even its establishment is an achievement. The tribunal has already nominated seven judges, four of them from Lebanon. The trial is expected to last several years.
